If you're going for ATI, everyone I've talked to (that isn't a raging nVIDIA fanboy/ATI hater) recommended the Radeon HD 5850 as a good, high-performance, low-cost card.

ETA: To elaborate, apparently it can run most graphics-intensive programs pretty damn well (yeah, sure, it'll chug running Crysis on Ultra-High at ridiculous resolutions, but I dare you to find a single GPU that doesn't and also doesn't cost an arm, a leg, and your soul) and on Newegg, most stock/non-overclocked 5850s run around $300 (usually between $300 and $320, though I think Sapphire Tech was selling a "Toxic" brand 5850 for ~$380 - which, at that price, you might as well as just get a 5870) before tax/shipping.

I actually recently brought a 5850 and I can confirm it's awesome. Run Crysis DX10 on high without a glitch same with Just Cause 2. I would definitely recommend it.

I don't know what the pro's use but I am using Code::Blocks for C++ programming these days.

Oh, and an update... I'm using gcc (with a windows cross compiler when i want to compile for windows) as my main compiler... Simply because i don't need a GUI, it uses very little RAM, and it gets the job done. And the graphics card i chose after this (which i'm still using) is a nVidia 6600 ultra. That was because i got it for free.
